One of my favorite sets has always been Fallen Empires. Most of the cards sucked, but the flavor was great, I loved it! The white dudes had this country called Icatia and several cards were printed with Icatia in the name, they had really cool flavor too (I'll give you a list below). Now here are some cards I came up with in the great tradition of Icatia.

Existing cards with Icatia in the title

Icatian Infantery, W, 1/1, Common. 1: First Strike, 1: Banding.
Icatian Javelineers, W, 1/1, Common. Comes into play with a javelin counter. Tap, remove counter: deals 1 damage to target creature or player.
Icatian Lieutenant, WW, 1/2, Rare. 1W: Target Soldier gets +1/+0 until end of turn.
Icatian Moneychanger, W, 0/2, Common. Comes into play with 3 counters on it and deals 3 damage to you. Every upkeep add a counter. Sac during upkeep to gain life for each counter.
Icatian Phalanx, 4W, 2/4, Uncommon. Banding.
Icatian Priest, W, 1/1, Uncommon. 1WW: Target creature gets +1/+1 until end of turn.
Icatian Scout, W, 1/1, Common. 1,Tap: Target creature gets first strike until end of turn.
Icatian Skirmishers, 3W, 1/1, Rare. First Strike, Banding. All creature banding with ~ to attack gain first strike until end of turn.
Icatian Town, 5W, 1/1, Rare. Put four 1/1 white citizen tokens into play.

Icatian Store, Land, Rare. Comes into play tapped. If you do not untap it, it gets a counter. Tap, Remove some counters: Get a white mana for every removed counter.

Of course I made my home made cards a little better and they will hopefully see more tournament play (if ever printed).

My new Icatia cards:

Icatian elite
W, 1/1 Human Soldier (yeah I adjust to new rules pretty fast.)
First Strike, banding.

Icatian dual-wielder
W, 1/1 Human Soldier
~ comes into play with two javelin counters on it.
Tap, remove a counter: ~ deals 1 damage to target creature or player.
W, Tap, remove two counters: ~ deals 2 damage to target creature or player.

Icatian captain
WW, 2/2 Human Soldier
WW, Tap: All soldiers and knights you control get +1/+1 and banding until end of turn.

Icatian cavalery
2W, 3/2 Human Knight
Trample. First Strike.

Icatian draft master
1WW, 1/2 Human Townsfolk
W, Sacrifice a creature: Search your library for an Icatian creature card and put that into your hand, shuffle your library.

Morrowind, Icatian general
2WW, 3/3 Legendary Human Soldier
When ~ comes into play, choose a color.
All other Icatian creatures get +1/+1 and protection from the chosen color.
W, Sacrifice a citizen token: Search your library for an Icatian creature card and put that into play tapped.


Now be honest and tell me what you think. I see a very nice deck coming with only Icatians (maybe I should come up with an additional utility like an Icatian Disenchant or an Icatian StoP :-))

I consider banding free. This is slightly better than tundra wolves, but not enough for me to go WHOA! Make it an uncommon and we have a deal.

Name sucks. I would make it cost WW or 1W and have it be either a 2/2 or a 2/1. Why is P/T next to creature type?

AWESOME! BANDING! Seems ok... rare maybe?

Icatian cavalery

Should read "search your library for a creature card with Icatian in the title..." Even with that, I'm not sure its legitimate.

Morrowind, Icatian general

All other Icatian creatures get +1/+1 and protection from the chosen color.
W, Sacrificn token: Search your library for an Icatian ceature card and put that into play tapped.

Legendizing yourself, eh? Dangerous stuff. Again, change it to "All creature cards with Icatian in the title get +1/+1..." Again, still not sure if it is allowed yet ruleswise. Umm... sacing tokens? Just getting into Ravinca, eh? That wording doesn't really work. Why would you sacrifice them? Not very white at all. This needs more work and lacks punch!

JG, I consider Banding to be a very good ability, so I wouldnt say that it should be free. Its quite powerful actually..

The saccing of the tokens was basicly a way to turn the Icatian Town tokens into real creatures. It really needs to be fixed though, since this way you can (with sufficient mana) cast the legend, cast the Town and then you can (unless your opponent handles it very fast) tutor for four very strong creatures!

The Morrowind part was just that I needed to have a name for a legend and couldn't come up with a real Icatian general name (is there a Fallen Empires book anyway??) so I used my own nickname as temporary standin.

Another notes, I will template my cards a little better next time. The banding is because the captain not only inspires them, but also gives them some tactical advice how to go in groups. I agree with the cards by Apprentice and my dream is to have an entire army of Icatians including at least 2 or 3 creatures on every spot and basicly every position in an army covered.

Again I added some more cards in the same theme so that there are now 20 spells with Icatia in their name. 9 by WotC, 9 by me and 2 by Apprentice.
Also there are now 6 commons, 6 uncommons and 8 rares.
The mana curve is semi-smooth with 7, 4, 3, 3, 2, 1 (for 1, 2, 3, 4, 5, 6 mana cc respectively).
There is one sorcery card. Twelve soldiers, three townsfolk, a knight, a cleric, a rogue and a griffin.
Some of them haven't changed much, but still I'm going to repost them, I hope you don't mind.

Of course it's a very, very suboptimal (if not weak) build, but it's very, very full of flavor imho. And remember, it's not about tweaking this deck until it's good since it ain't the second sphere, I'm just giving the deck as it would be when just sticking to the theme. For example, the manacurve sucks, but who cares?

There is also a book And Peace Shall Sleep.
