I think that's a mistake.

My impression was that he was using Jace's name as a cover. In case anything went wrong and any enemies came looking, Jace would be the one taking the fall.

Exactly. Jace told him that Liliana is on Tavelia (which I believe is the plane), and Garruk used Jace's name for a reason.
