When Clone comes into play and MeddlingMage is out, can it repeat the cip ability? Could I choose a new card not to be played for Clone??

Rule 503.5 in the Comprehensive Rulebook says that if something comes into play "as a copy of" something else, and whatever is copied also comes into play "as" or "with" something, those abilities also take effect as you put it into play. Meddling Mage's text is "As Meddling Mage comes into play, name a nonland card." and will be applied when you Clone a Meddling Mage.
