Time Vault with a Final Fortune in a Scepter yeilds limitless turns. With those 3 cards, 2 islands, and the Sol Ring, the combo can (attempt to) go off on my second turn. Without the Sol Ring (and with four total Islands) it can go off on my forth turn. Timely Mana Drains can also help it happen quickly.
I've thought about Tinker but my artifacts are combo pieces and I'm leary of running artifact lands (and can't afford Moxen).
If I don't get the combo, I spend my time looking for it and delaying whatever it is my opponent is doing. Sometimes I get to play with my Scepters; there are fun imprints in the deck (especially Recall), and I can Wish for more.
My budget is fairly modest, but once every six months, for my birthday or Christmas, I can get an expensive addition (this is how I got the two P9 cards and the Mana Drains). My next opportunity comes this December.
I like it being mono blue for the Force, but I've been tempted to splash black (Demonic Tutor, Vampiric Tutor) and/or white (Enlightened Tutor, Balance). Of course, this would require dual lands (so they can be fetched with the fetchlands), and those would take a while to aquire playsets of (and I am leary of weakening the Force, as it has proven to be the premier combo-protector).
The sideboard is somewhat random. I usually only end up Wishing for Final Fortune or Force of Will. Occasionally Evacuation, Thwart, or Stifle. Some cards are in the sideboard just as possible Scepter imprints.
